Environment Minister Catherine McKenna is racing to save an endangered tiny frog after contractors cut down a forest and poured gravel over the amphibian's habitat.
The department pled guilty to breaching the Fisheries Act when navy staff on the HMCS St. John's accidentally leaked 9,000 litres of diesel fuel into the Halifax Harbour in May 2013.
Environment and Climate Change Minister Catherine McKenna said the controversial energy project is "not likely to cause significant adverse environmental effects."
